With that the base level is done, and you can progress to the next by clicking the polaroid outside the main enterance of the prison. Extra guards in this case can help with more consistency. Sometimes it will go without a problem, and sometimes prisoners will keep retaking areas you had once taken. There is no super cut and dry / consistent way to quell the riot, since the AI is random each time. They surrender easily, and if they are still giving you trouble then send your Riot Police in to help. The fire should have been delt with before you entered the Max-Sec area, so all you need to do is shoot one or two of the rioting Min-Sec. If at some point you recieve the armed guards, then just send them to the Special wing. Max-Sec prisoners tend to be stronger than regular prisoners, and as such can destroy your Riot Police if you let them swarm / single out your team members. Make sure you enter the main cell block area with both teams combined however. Split the groups into two again to take on the Shower and the Kitchen, though these places may not actually have any rioting prisoners within them. Clear it out by going down the hall and being very careful to heal your Riot Police between each encounter if you are able. Now all you need do is combine the two groups and venture forth into the Max-Sec (red). This will count as recapturing the Security room for later. Send the second group down to the Security room marked in black, and make sure they defeat any of the prisoners inside. Eventually a second group of Riot Police will show up, (Seen in yellow) and by this time the Gen-Pop section should be almost cleared. One group should be enough so long as you keep the Paramedics close by to retreat and heal. Go for Gen-Pop first (in orange) with your first wave of Riot Police and Paramedics (Seen in green). The main goal of this level is to stop the riot, and despite having three wings to capture you only really need to worry about two. More guards can be hired at your whim, but I find 20 to be enough. The stipulation of the objective is to just assign 20 guards to places, but deploy them now because in some cases the Guard AI can help when the Riot Police eventually come, but this is rare, especially against the Max Sec criminals. Then you want to buy at least 20 normal guards and assign them to places. Left to their own devices however, so long as you didn't tell them to walk straight into the fire, they should be able to deal with the issue before you solve the riot, and therefore spending time to micromanage them ends up losing you time. So long as you told them to walk there when the area wasn't a riot zone, then they will continue to walk there when it does, and you should be able to control most of the firemen once they are inside. If you do it in real time, the area will become a riot zone before you can tell them to walk there unless you cut it really, really fine, and if you miss it then you're going to have to deal with a massive fire later on. This is to ensure that you can hire Firemen and send them to where the fire is. Now it may seem counter intuitive in a speed run, but the first thing you are going to want to do is pause the game. Hire guards and deploy them to the recaptured zones
